Code of Ethics and Conduct
The HCOP Code of
Ethics and Conduct is the instrument which inscribes the values and
ethical principles that guide the behaviour of its employees and the norms of
conduct to which the OP globally and its personnel, in particular, are subject
to and assume them as intrinsically theirs, aiming to fulfil and disseminate
the ethical culture of the organisation and the sense of public service it
provides, pursuing an institutional image of competence, precision and
efficiency.

Practices Guide in Fighting Collusion in Public Procurement,
prepared by the Competitiveness Authority, envisages to raise awareness on the
main warning signs of collusion in public procurement processes and to prevent
this type of behaviour.
