The Network for
Qualification and Education aims to
establish itself as a centre of rationality for the application of EU funds in the field of human
capital in Portugal 2020, in close coordination with all relevant stakeholders.
Main objectives
To undertake more harmonised procedures and practices for carrying out the types of operation common to the
different OPs (announcement calendar, analytic matrix for selection,
application and reimbursement forms, etc.).
To foster a virtuous articulation between different types of operation
funded by the OPs in the field of Human Capital, in order to ensure the
achievement of common objectives (e.g.: to promote academic success and reduce
early school-leaving, to increase qualification and employability).
To promote a coordinated monitoring and assessment of the Human Capital
domain, aiming in particular at monitoring the achievement of the outlined
targets and proposing mechanisms for improving the effectiveness and efficiency
of the actions in this field.
To advance improvements to regulations, procedures, technical tools and
the implementation of training initiatives relevant to the proper operation of the thematic area
Ensure coordination of different information channels, communication
actions and initiatives, aiming to promote the role of the funds in
strengthening human capital and the exchange of good practices.
Network Structure
The Network is coordinated by the Chairperson of the HCOP Directive
Committee and includes the following permanent members, who may be replaced by
representatives nominated by them:
The Chairperson of the Human Capital Operational Programme Directive
Committee, who coordinates:
The President of the Executive Committee of the Social Inclusion and
Employment Operational Programme;
The chair of the Regional Operational Programme Directive Committee - Norte;
The chair of the of the Regional Operational Programme Directive Committee - Centro;
The chair of the of the Regional Operational Programme Directive Committee - Alentejo;
The chair of the of the Regional Operational Programme Directive Committee - Lisboa;
The chair of the of the Regional Operational Programme Directive Committee - Algarve;
The chair of the of the Regional Operational Programme Directive Committee - Azores;
The chair of the of the Regional Operational Programme Directive Committee - Madeira;
The President of the Board of Directors for the National Agency for Qualification and Vocational Education (ANQEP I.P.);
* Representatives of other bodies or entities of the Public
Administration (personalities or specialists, with specific skills in public
policies related to the Human Capital Domain) may participate as well, at the
invitation of the Coordinator of the Network, as observers or guests, during
the meetings order of business.
The network shall also include, as a permanent observer, a
representative of the Management Committee for the Agency for Development and
Cohesion, (AD&C I.P.).
