Axis 4 of HCOP aims to improve pedagogical quality through new contents brought forth by new demands and needs from which new approaches stem from, to update the training of teaching staff and to implement regional mechanisms to adapt training offers to the needs of each territory, as well as reinforcing the orientation of learning pathways, to adequate them to the profile and vocation of each student as well as the acquisition of computer equipment and associated connectivity for the promotion of digital education.

Most needy students attending school clusters and non-clustered schools of secondary education, under the direct management of the Ministry of Education services, of the North, Center and Alentejo regions, as well as students of basic and secondary education, of schools located in Lisbon and Algarve and teachers from all regions of the continent, serving in public schools (school groups and non-grouped schools).
